Herbert Winstanley was born in 1885.

Little is known about him prior to him being appointed assistant Chief Constable of Liverpool City Police in 1925.

He was appointed Chief Constable of Liverpool on 1st April 1940 following the resignation of Archibald Wilson

He made a special study of modern scientific methods of crime detection and became a finger-print expert.

During World War II he organised the Alien’s Registration Intelligence Department and some of his innovations were adopted by the Home Office.

He resigned in 1948 and was succeeded by Charles Carnegie Martin

He died on 6th September 1976 aged, 91 yrs.
